On March 25, the development and Reform Commission of the Tacheng region of Xinjiang issued a circular on the “Guidance on promoting the scientific and orderly development of distributed solar power and distributed wind power in Tacheng”. According to the document, distributed new energy in this guidance refers to power generation projects with access to 35 kv and below voltage levels, located in the vicinity of the user, and focused on local absorption. Ground Rules: 1. Distributed new energy projects should be based on land space planning, not to occupy arable land and permanent basic farmland, ecological protection red line. 2. Distributed new energy projects may not be built within the area of centralized new energy planning defined by the region. 3. Distributed new energy projects are characterized by balanced regulation in the distribution system, and the electricity generated should be mainly absorbed locally. Residents are encouraged to improve their green electricity absorption capacity by installing electric heating and charging piles. Four. In principle, the access capacity of distributed new energy should not exceed 80% of the capacity of connected main and distribution transformers. 5. The development and construction of distributed new energy should be coordinated with the construction of power grid and power load in the development area to avoid long-distance and cross-regional power transmission. 6. Distributed new energy projects should strictly fulfill the responsibility of production safety, Project Implementation, equipment procurement, network operation and so on to meet the requirements of national security control.
